complain: connection time out database server + suddenly with developer support not able to create a ticket

Yesterday we had on a azure sql server connection time out errors for about 5 hours. The problem solved be itself. No explanation or disruption on azure services found within our portal but saw on internet several users complain about Azure at that time. What was going on?
And on that time i found out that microsoft has changed the developer support. Not able to make a service request anymore in the portal. Should have been polite to inform users of the support plan about this change!
