1,Please help check the SmsAdminUI.log and Smsprov.log on your server, these logs will contain more useful information for troubleshooting.
2,We can add SCCM site server computer account in the SQL logins to have a try.
Open SSMS and connect to the site database, then navigate to <Server>/Security/Logins, check if the computer account is there.
If not, add it. If yes, remove it and add it back with the same setting. Then check the results.

3,Please add full control permission of the Logs folder (C:\Program Files\Microsoft Configuration Manager\Logs) to the user to have a try. Similar thread for your reference:
