Cannot Open Windows Powershell or Windows Powershell (Admin)

I using Windows 10

with Windows defender and smadav pro

Using administrator account

When I click windows powershell appear 

This file does not have an app associated with it for performing this action. Please install an app or, if one is already installed, create an association in the Default Apps Setting page.

I try to search location of file windows powershell

I found it on C:\Windows\System32\WindowsPowerShell\v1.0

When I click on powershell.exe, or I right click run as administrator; then appear

This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator

Please advice to make it normal

    Try following -

    Option 1. Run Malware scan

    Malware Bytes - https://www.malwarebytes.com/

    Option 2. Disable and re-enable Windows PowerShell

    Type appwiz.cpl in Windows Start Search box > Click appwiz.cpl > Click Turn Windows features on or off > Scroll down to locate Windows PowerShell 2.0

    Uncheck & OK > Reboot your computer > Once again repeat it and check this time > Reboot your computer

    Option 3. Run SFC/DISM
