SQL Server 19 will not load on Windows 11 desktop.

Error message reads: SQL Server Setup has encountered the following error: C:\windows\installer\8c 9620.msi

This issue occurs in trying to load SQL Server 19 with Act Premium Cloud on Windows 11. The Act technical team says they need your support in order to do a manual install of SQL Server 19.
