I forgot my screen password and advanced options don't have Command Prompt or restore settings.

After i reset my screen password and logged in it says error: " something went wrong and your pin isn't available (code:0x80090027). restart your device to see if that fixes the problem." and i went into advanced options to fix it but there is no Command Prompt or restore settings. please help me
