iis custom error pages CSS style not able to show

Hi

I followed the instructions to create/show a custom 403 error page in iis. https://stackoverflow.com/questions/58028102/how-to-show-custom-error-page-instead-of-iis-403-error-page

In the html, I use

to show css.

The html/css can be successfully loaded from my computer how it

But when I put it in my iis server(the 403.html and its style css file in the same folder,the website's root folder).

I found only the html file is loaded and the css file cannot be loaded. And below is the error I got.

Can anyone advise me what's going wrong? Thank you.
