I understand that you're encountering an issue where the IP address you are trying to use for your peering service is already associated with another Autonomous System (AS) and this could happen due to the below reasons.
- Ensure that the IP address you are trying to use is not currently assigned to another Autonomous System (AS). You can use tools like PeeringDB to verify this.
- Sometimes, previous unsuccessful registration attempts can leave orphaned links in the Azure backend which is causing the IP address to appear as in use.
- Double-check the IP address/prefix and ASN for typos or mismatches.
