How to turn off OATH hardware token dialogue when logging in?

I have tried everything in the forums on how to disable the OATH Hardware token prompt when logging in. Unfortunately it is still an issue. People get stuck in login loops when accessing Business Central trying to "Skip" the OATH Hardware token pop up. I have both, Hardware OATH tokens turned off and Third-party software OATH tokens turned off. What am i missing?
