If there is another global admin, the main option is to request they help assist with resetting your account.
If you are the global admin, you will need to reach out to the support team. To do this, use the global support numbers here:
You can also create a ticket via another account using: https://learn.microsoft.com/en-us/microsoft-365/admin/get-help-support?view=o365-worldwide#phone-support
Either method creating a ticket will route you to the data protection team once you provide them with the relevant information.
