Why my syntax does not work for power bi syntax

Hi professional,
i am new to Power bi, I just write a syntax to sum up value based on silcer selection.
i dont know why it does not work for row 4 in the syntax which i dont want to filter anything. So my expectation is it shows the result to sum up all "Financial" and "Performance".
In row 5, i want to sum up those items marked "Financial" only. The result turns out ok.
