How many licenses have been assigned?
Ensure that the license is correctly assigned to your account. You can do this by logging into the Office 365 admin center and verifying the license status under the "Account" and "Subscription" tabs.
Verify that your subscription is active and hasn't expired. You can check this in the Office 365 admin center.
Ensure that your network connection is stable and that your firewall or proxy settings aren't blocking the activation process.
