Other than the steps you tried to resolve the issue, also check the following steps
- Check that the Volume Shadow Copy Service (VSS) is running on the server. It's good to restart the Volume Shadow Copy service once and try again
- Check that the VSS writers' stability by using the command "vssadmin list writers"
- Also check, if there is 5-10% free volume space available on the scratch folder location. By default, scratch folder location is at \Program Files\Microsoft Azure Recovery Services Agent\Scratch. More details here: Scratch Folder status
