What is the official source from Microsoft regarding outages affecting Windows Autopilot enrollment per region? Is there a way to set up notifications for such outages?

Based on my understanding, if Azure outage causes the Autopilot Enrollment issues, it may be a service incident. Generally, we can see a notification under Service health and message center in intune portal.

If you are not sure what affects Windows Autopilot enrollment, it is needed to check logs to find the cause.
