You may try this:
- Start the SMS_EXECUTIVE and the SMS_SITE_COMPONENT_MANAGER services
- Restart the CONFIGURATION_MANAGER_UPDATE service
I believe this error message also suggest you call CSS to resolve the issue, if the above steps doesn't work, you might need to call CSS for a a dedicated support.
