Windows Server 2025 in CSP - No key required ?

We have active subscriptions for several hundred of cores of Windows Server 2022 Standard via CSP . Now its possible to do download ISO of Windows Server 2025 Standard.
However contrary to previous version there are message (on M365 admin portal - products) "No key required".
We downloaded and installed ISO of Windows Server 2025 Standard and its still reporting that is no activated and require key.
- What is changed in the Windows Server 2025 regarding activation ?
- Why there are no keys in admin center ?
- How to obtain keys ?
