Issues with RDP on Azure Joined

Hi,
having an issue with a newly deployed W11 azure joined box. when i try to RDP i get the below messge. i did have WHFB and pin setup but removed them both thinking that was the issue. i have a hybrid setup but havent had an issue with my other cloud joined machines (i can rdp into those just fine).
any idea on what the issue could be?
