Why is Click Once taking 6 hours on new Win 11 machine

We recently purchased new PC's
HP Elite Mini 800 G9 Desktop 16GB Ram
HP Z2 SFF G9 Workstation 64GB Ram
Win 11 Pro 23H2
And they meet the Application requirements
We have a program that we use Click Once Deployment to install on users PC's. On a Win 10 machine or Win 11 22H2 machine it takes 20 mins
On these new machine Win 11 23H2 it takes 6 hours
The prerequisites are already installed
Any ideas what may be causing this LONG install time?
