A Windows app developer account is needed before you start the app submission process, and you need to package your app as MSIX, PWA, MSI or EXE. Please check Get started: Publish your first app in the Microsoft Store.

There is no specific description in the official documentation, but when you finish creating your app's submission and click Submit to the Store, the submission enters the certification step. It will perform security tests, technical compliance tests and also a content compliance check on your app submission.
