Edge Sync Disabled by Organisation Policy – No Intune, No CA Policy, No Managed Devices

I am the founder of a small business using Microsoft 365 Business Premium. There are only two users in my organisation, and my business partner’s Edge sync works perfectly. However, my Edge profile is stuck on "Sync Disabled by Organisation Policy", even though:

  • We do not use Intune or device management.
  • No Conditional Access policies apply to Edge sync.
  • No devices are enrolled under my account in Microsoft Entra (Azure AD).
  • My Microsoft 365 licence is active and assigned correctly.
  • My sign-in logs show no policy blocking my login.
  • The problem persists across Edge re-installs, sign-outs, and even new profiles.

🔍 What I Have Tried So Far:

1️⃣ Verified Entra Devices:

  • My Mac is not listed in Entra devices, despite signing into Office 365 services multiple times.
  • The only registered device is my mobile (Pixel 8 Pro), which does not affect sync.

2️⃣ Checked Conditional Access & Compliance Policies:

  • No policies exist that enforce device compliance for my account.
  • My partner’s account (same policies, same licence) has no issue.

3️⃣ Signed Out & Reset Everything:

  • Removed my Edge profile & restarted.
  • Signed out of Office apps, rebooted, and signed back into https://office.com via Safari first.
  • Manually added my Microsoft account to System Settings > Internet Accounts (MacOS).

4️⃣ Checked Audit & Sign-In Logs:

  • No sign of sync being explicitly blocked.
  • No failed Conditional Access evaluations.
  • The only notable event was an app role assignment for "Apple Internet Accounts", which was successful.

5️⃣ Edge Reset & Fresh Profile:

❓ What I Need Help With:

Since this appears to be a backend misconfiguration, I suspect one of the following:

  • A stale compliance state is attached to my user object in Microsoft’s backend.
  • Edge sync is being misclassified due to an orphaned policy object.
  • The recent licence changes in my audit logs (Feb 18) may have caused a compliance flag. Hi @Ben Taylor

I'm not sure if you have just updated to Edge 134 as there's a known issue that customers may not be able to start the sync functionality in Edge 133. The issue is fixed now so please make sure you're using the latest version 134 of Edge. For some users it still might be necessary to "sign out (keeping locally saved data)" and then "sign-in" again for sync functionality to resume.

Besides, the issue may also be related with Enterprise State Roaming. I found a same issue and you could refer to the point 2 in the accepted answer:

2.The issue may relate to Enterprise State Roaming in Microsoft Entra portal and here is link you can refer to configure it to fix the issue.

    Non-official, just for reference.
