Based on the screenshots you provided, it seems that you have made the corresponding preparations as described in Microsoft 365 Copilot admin guide for E3 + SAM licenses.
- For a work account includes the Microsoft 365 Copilot for SharePoint license, it will appear the Copilot icon on the top-right corner of a site. You may double check from My account (office.com). And then, try to create a new SharePoint site and wait for few minutes to refresh and see if the Copilot icon will appear.
- Ask another user with a license to try and see if the icon appears.
If the situation is still the same, it is possible that there has some service deployment cache in the backend of your account or even the tenant. The current effective measure is to contact the admin of your organization and request a free support ticket in Microsoft Admin Center.
Escalated Microsoft engineers there can make remote session with you and collect the HARs log from the backend to locate the cause of Copilot in SharePoint not appearing. Otherwise, they will also check if there have any settings in the tenant side that may prevented you from using Copilot feature in SharePoint Online platform.
