Azure Portal Developer support plan. I have a DDoS service that is in a stuck state and cannot be deleted. 600$ monthly bill. HELP ME.

PLEASE HELP ME IMMEDIATELY. I have a stuck azure resource ( the only one left ) for DDoS protection plan that cannot be deleted. I have racked up $650 and microsoft support is terrible. SOMEONE PLEASE HELP ME CANCEL THIS ACCOUNT AND REMOVE THIS RESOURCE.
Calling support lines routes to online troubleshooting. Trying to create support tickets routes to online guides for troubleshooting. This is a broken resource. Stop billing me and I'm disputing the charges.
I need a representative to contact me to refund my money and clear this up.

Since the issue here is pertaining to Azure billing, you can always create a support request though the Azure Portal or by following this link.-> Click on New Support Request. Enter "Azure DDOS Billing Issue". Then click Go
-> Select the affected Subscription, then you can click on Create a support request
-> Please keep the Issue Type as Billing and follow the further steps in the portal

2025-03-11T21:15:07.3266667+00:00 I purchased the Developer support plan for $100 to try to expedite resolving this.
There is a stuck resource that is racking up charges even today acquiring another $270 in new billing. I was previously billed $633.
I need a refund here on both.

I am not able to open a billing request due to this error showing on the website when requesting a billing refund -
Can’t request a refund Please try again or submit a support request.
Well it wont let me create a support request. Interesting.
Please assist me if you can. I can't pay this
