Folks,

Could someone please explain the minimum license needed to use Purview features, as well as the additional license required for the Premium features?

I am trying to purchase the EMS E5 license for all of my users who are only licensed with M365 E3 and F3.

is the above license more than enough to use the Purview premium features, such as Insider risk management?

Any help would be greatly appreciated.

Thanks.

What you are showing above is the EMS suite, not Purview. If Purview features such as Insider risk is what you are after, you will need the M365 E5 SKU, or the Compliance addon. Refer to this article for the requirements for each specific Purview feature: https://learn.microsoft.com/en-us/office365/servicedescriptions/microsoft-365-service-descriptions/microsoft-365-tenantlevel-services-licensing-guidance/microsoft-purview-service-description#microsoft-purview-insider-risk-management
