I have a user with the Sharepoint admin role that is activated via PIM but it says he does not have enough permissions

We have a user who has had Sharepoint Admin role for a few months. It is a permanently elligable role that he activates via PIM. About a week ago, it started saying he did not have enough permissions when he activated (seemingly successfully) and then went to the Sharepoint Admin center, and he does not have any access.

Checking back in PIM, it shows he has activated the Role and the period of activation is correct. I have tested the SharePoint admin role with other users set up the same way, and they are successful where he is not.

I am at a loss to what is going on here.
