Windows server 2019 license not getting activated from host server 2022 DC.

Windows Server 2022 Datacenter edition with the Hyper-V server host role installed and activated the license. I have installed Windows Server 2019 Standard Eva OS on the VM. When i tried to activate using slmgr /ipk <AVMA_key> (AVMA keys https://learn.microsoft.com/en-us/windows-server/get-started/automatic-vm-activation?tabs=server2019#system-requirements), it is getting failed to activate.

The host server license activated and description says "Windows(R) Operating System, VOLUME_KMS_WS22 channel". and Key Management Service is enabled on this machine (when i run slmgr /dlv on host server)

Can you share the exact way to activate the vm's?
