Based on the description, I understand your question is related to settings app.
- You can try run windows troubleshooter in Settings/ system/ Trouble-shoot/ other troubleshooters/ Windows APPs troubleshooter
- If the issue started after a recent update, consider uninstalling it and see if that resolves the problem.
- Put the loading machine in safe mode, and then repeat the operation:
Start your PC in Safe Mode in Windows - Microsoft Support
- Uninstall 3rd party anti-virus software, and run a full scan use Windows Defender to scan for Malware.
- You can run these commands from the Command Prompt to scan system files: sfc /scannow DISM /Online /Cleanup-Image /RestoreHealth Dism /Image:C: /Cleanup-Image /revertpendingactions
