Letting normal users manage their own shared folders on our File Server

Here are my challenges. We have a Windows 2016 on-prem file server set up with NTFS and Shared Folders. It's gotten very large and complex with multiple paths, broken permissions, and/or special permissions.

IT constantly gets bombarded with request to let this specific staff permission to this child folder and/or file and deny access to other folders and/or files.

We are implementing department heads as owners to these folders. Our hope is that each department with Owner rights can manage their own folder permissions and grant access without going through IT.

My concern is the steps to creating and modifying these NTFS permissions can be complicated for my normal users.

Any suggestions on what tools or services we can incorporate to our Windows 2016 file server that can our normal users with Owners rights manage their own folder permissions. Something that is GUI friendly and intuitive to use.

    One solution you can consider is using AccessEnum, a free tool from Microsoft that allows you to view and modify NTFS permissions on files and folders. It has a user-friendly GUI that can help simplify the process for your normal users with Owner rights.

    Another option is to use Windows Server's built-in File Server Resource Manager (FSRM) which has a File Screening Management feature that allows you to set up rules to block certain file types from being saved to specific folders. FSRM also has a Quota Management feature that can help you manage disk space usage on your file server.

    Both of these tools can help simplify the process of managing NTFS permissions for your normal users with Owner rights.
