How do I get access to Apps & Games in partner center?

I'm trying to package my PWA app for stores using PWAbuilder.com, and to start building the package I need both a Publisher Display Name and a Publisher ID, both of which it tells me I need to get from the "Apps and Games" section of my Microsoft partner center, as per the following instructions on [https://docs.pwabuilder.com/#/builder/windows?id=reserve-your-app.

  1. Log in to the Partner Center Dashboard
  2. Navigate to the Apps and Games section.
  3. Click the + New Product button and select App.

However, when I log into partner center I do not have "Apps and Games" as an option. I submitted a ticket and got some help changing the roles on my account to include the "Developer" role, which supposedly should give me access to "Apps and Games", but it does not. Those same people have now told me that this issue is beyond their scope and have suggested I come here to find help.

First of all, how do I get access to Apps and Games, and secondly, why is this so difficult?

    Dear Microsoft,

    You REALLY need to re-evaluate the Microsoft Partner Center app, and application process. There are multiple reports of frustrated customers who struggle to sign up for the Windows Developer program. I am one of those.

    The application support atrocious as one user pointed out earlier. It's unbelievable that a company that's supposed to be on the edge of innovation cannot onboard developers into their app store program in a seamless fashion.

    The issues listed above are not isolated incidents. REVIEW the process so that it works. DOCUMENT the process completely so that its not its a black box.
