standard license allows for 2 vms and unlimited containers; is the vm also licenced for unlimited containers?

the standard server license has unlimited containers; does this allow for unlimited containers in a VM as well? eg Host with Server 2025, 2 hyper-v vm, multiple containers running in VM the license language is not clear if this scenario is supported.
