There is no such suspension action from Microsoft to handle high CPU usage in an allocated VM. Actually, the VM can run even at 100% of allocated cpu and that doesn't affect your VM termination from Microsoft.

I read somewhere that high CPU usage on VMs can get a azure account suspended ,now im not sure how high the limit is
My VMs could use 70 to 75% CPU in extend
Would that violate any Terms of Usage ?
