By default Azure Backup does not have the capability to configure backup at scale. Let me first state that you haven't provided more details what kind of resources you want to backup. Some resources are supported by Azure Backup others like Azure SQL database have their on backup implemented within the service. There are even resources that do not require backup or service that can be restored by just re-deploying them. So what I would suggest is to first deploy and manage your resources via IaC platform like Azure Bicep. That will help you recover those services that do not have any state and can be restored by just re-deploying them. Using IaC can also help you in configuring backups at scale. Additionally Azure Policy can be used as a way to also configure backups at scale. Here are available built-in policies for Azure Backup that can be used. I would suggest to look at each resource at determine if it needs backup or not. For those resources that need backup check their documentation on what kind of capabilities they have for backup/recovery. You can also check Cloud Adoption Framework on general guidance in managing resources there are parts around resiliency, backup, etc. there.
