Zero Quota for OpenAI

My company is trying to evaluate switching to Azure OpenAI.
I have deployed a resource, however, we have literally zero quota.
We can't deploy a model or make any requests at all.
We have requested quota in a region and been denied.
I don't understand what we are supposed to do - this is a very frustrating UX.
How do we get any quota at all if we are considering moving?

If your company is facing zero quota for Azure OpenAI, it can be quite challenging. Here are some steps to follow.
- Ensure that your quota requests are detailed and specify the region and model types you need. If you've been denied, it might be helpful to understand the reasons for the denied
- As of the recent updates, customers can use a self-service quota request form to specify the PTU-Managed quota type. This form is accessible from the quota item in the Azure AI Foundry portal. Make sure to utilize this option for requesting additional quota.
- New and existing subscriptions are assigned a small amount of provisioned quota in many regions. If you haven't checked this, it might be worth looking into whether you have any default quota assigned that you can use.
- Consider deploying your models in regions where you have confirmed quota availability. This may require reaching out to support or checking the Azure AI Foundry portal for capacity in different regions.

Could this be tied to billing status in some way?
