How to get permissions in order to deploy TimeGen-1?

I am trying to deploy TimeGEN-1. so I've chosen it from model catalog, however when i clicked on "Deploy", i got the following error:
Cannot create marketplace subscription UserError: Marketplace Subscription purchase eligibility check failed, error message [Plan 'nixtla-timegen-1-v1-plan' not found in offer 'nixtlatimegen1'.]. Trace ID :  .................................................

for the location, i've chosen: East US 2

To deploy TimeGEN-1, you need to ensure that your Azure subscription is properly set up and that you have the necessary permissions.

you need to ensure that your Azure subscription is properly set up and that you have a billed subscription with valid payment. CSP subscriptions are not eligible. If you are having a paid subscription, please test with below regions.

• East US
• East US 2
• North Central US
• South Central US
• West US
• West US 3
• Sweden Central
