Small Amount Payment is Declined with Credit Card, Bank Confirms my card is fine

Hi,
I am experiencing an issue with my Azure pay-as-you-go billing. The amount is $0.00006096 USD, but it is being billed as 1 USD on my credit card. After clicking the "Pay" button in the portal, I received a message stating that the Financial Institution declined the payment. My bank confirmed that the payment was processed but returned by the merchant, which I believe is Microsoft Azure. What steps can be taken to resolve this issue?
