Problem publishing PWA project from Project Desktop

We've had Project Web App configured and running for a number of years. When creating new projects they are created from a template in Project Desktop, saved to PWA and then published. The saving is still working perfectly well but we encounter an intermittent problem when trying to publish some projects.

Error code 24017 ("ReportingGetSPWebFailed") means that RDS cannot retrieve the SharePoint web for the item because its attempt to communicate with the STS (at the URL shown) failed. The failure could be due to an STS configuration error, temporary service unavailability (recycling, network issues), or permissions issues. The following steps are recommended to resolve the issue:

1. Verify and Restart the STS
   • Check in IIS that the SecurityTokenServiceApplication is running and that its application pool is stable. You might try recycling the STS pool or performing an IIS reset to see if the issue is transient.
2. Review the STS Web.Config and Bindings
   • Compare the STS configuration (especially in the folder: C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\15\WebServices\SecurityToken – or the equivalent for your version) with that of a working environment.
