User can not log onto Azure Sql Server

Users are not able to log on to use SQL server.
Only the Admin (JKLawAdmin) can access, and I forgot how I set him up.

Please first confirm you are using SQL Server on-prem or Azure sql.
Have you get any error message when using other user account to login?
