Create multiple email addresses with custom domain name

Question

I have a small business (2 people), we both have ms365 business standard subscriptions. I have purchased a custom domain name from 3rd party domain registrar and setup email address (eg. ******@company.com)

I want to add domain name to second persons email (i.e ******@company.com), but cannot do so from ms365 admin - Microsoft says i need to transfer domain name from first user to second, i want domain name for both users.

What am i doing wrong for email setup / or what is best setup i should be using small business of 2 people?
