I can't create any users with Identity service. Azure tell me You do not have access". What should i do, please?

I can create any Users.

I'm always receiving error message " You do not have access".

What should i do?

It seems that you may not have the necessary permissions in your current Microsoft Entra environment to create users in the Identity service.
