    Hello @Iwata Eidai ,

    Welcome to Microsoft Q&A forum.

I tested on my side, though the certificate is valid from 11/16/2023 to 11/14/2024, I can still successfully install the Visual Studio 2010 Office Runtime.

I suggest you try the suggestions that shared by Wen Yin => Visual Studio 2010 Tools for Office Runtime installation error.

    1. Update Windows OS, install all the pending updates and make sure there are no Windows update errors.
    2. Open Windows Settings => Time & language => Data & time => click “Sync now”.
    3. Search certificate in Windows Search box => open Manage user certificates => expand Personal => select Certificates => check the expiration date of your client certificate.
    4. Run the VS 2010 Tools for Office Runtime installer as administrator.

Feel free to let us know the results.

    Best regards,

    Tianyu
