Created an agent, documentation appears to say only need a 365 license, but is Copilot actually required for every user??

I'm trying to create a copilot chat/agent that links to sharepoint site that users can then prompt against. However; when trying to share it says a copilot license is required for every user. Microsoft sites I've looked at say only a Microsoft 365 license is required, but is a copilot license actually required for every user? That seems prohibitively expensive.
