    I understand that you need to assign roles to users to manage Azure resources.

    To assign RBAC roles to a user, you require either the Owner or User Administrator role on the resource. If you have the required role, you can assign it to the user.

    Alternatively, you can elevate access to manage all Azure subscriptions and management groups if you have the Global Administrator role. With this, you will also get User Administrator privileges and will be able to assign roles.

    To access Microsoft Entra ID/Azure Active Directory, no specific role is required unless your administrator has restricted user access to the Microsoft Admin Center. To assign Entra roles require Privileged Role Administrator.
