Hi Software Administrator,
Thank you for reaching out to us on the Microsoft Q&A forum.
If students are not seeing the "Terms and Conditions" acceptance banner in Azure Dev Tools for Teaching, they may not have full access to the available software downloads. As an administrator, you can ask students to sign in to the Azure Education Hub using their university-provided Microsoft account. If the banner does not appear, they can try refreshing the page, using an Incognito/Private Browser window, or clearing the browser cache.
If the issue persists, you can manage access for students based on the domain that they use to sign in to Azure Dev Tools for Teaching. Go to the Azure Dev Tools for Teaching management portal. The portal lists all of your subscriptions. Choose the subscription that you want to manage access for, and then select Actions > View Users to make changes. remove their access and re-add them. Once they log in again, the Terms & Conditions banner should reappear.
