Multiple Device Enrolments for single device with migration.

Question

I've had a device that is enrolled in Intune and Entra as me as the owner and manager. I then created a user with admin rights and then I used USMT to copy files from that user’s old computer to this new device, with the USMT set to not migrating windows components only apps and files. Then upon re-accessing this device under any user on the device it tries to re-enrol that device only to create duplicate for each user alongside the original enrolment, with and “something went wrong” and asks for it to sign in again with constant loop of “something went wrong. The enrolments then state that the devices are not compliant when the original was. Removing the duplicate enrolments leads to devise being lock out with re-enrolment only available through re-install.  I’m having to repeatedly reinstall Windows to gain access to the device. I have setup numerous other devices prior, but this device is causing this repetitive issue.
