Unable to activate Windows Server 2022 Datacenter Azure Edition on Azure Local - 0xC004F074

I have been unable to activate Windows Server 2022 Datacenter Azure Edition, hosted on our Azure Local system, and it shows the error code 0xC004F074., and I follow the guide here:

And it's failing to connect when I try:

Test-NetConnection azkms.core.windows.net -port 1688

So naturally I made sure this port was open on our ASA and the Windows Firewall, and still this connection fails.

But I have since then tried connecting to azkms.core.windows.net -port 1688 from computers not on the network, including a Windows computer running PowerShell on a colleague's home network, and

nc -vz azkms.core.windows.net 1688

from a Linux machine on my home network, and nothing seems to be able to connect to this server at that port. Tried with other devices, other environments, contacted colleagues, nothing.

I was able to reach it from an Azure Virtual Machine hosted in the cloud, though, so it's looking like that's just for cloud hosted Azure VMs.

So how do I activate Windows on Azure Local?
