For Android Enterprise, we need to ensure that Android Enterprise is available in your country or region refer to the following support article from Google: https://support.google.com/work/android/answer/6270910
Meanwhile, check your device to see if it supports Android Enterprise: In the following link, I find OnePlus Nord-2T 5G is in the supported list. I know ours is OnePlus Nord-2T. Please confirm if it is the one we use.

In addition, please ensure the Intune account is connected to your managed Google Play account.

The user is with Microsoft Intune Plan 1 license assigned. And we don't have any enrollment restrictions which may block this.
