how to fix critical_process_died windows 10

I've tried all recommended/suggested processes and I'm still getting the same code. Should I go to my BIOS and change the boot process so it can reboot from my backup external drive? If yes, how do I go to BIOS and do this.

If all else fail, how do I recover my personal files?
