I have a valid VS2015 license, but not a Visual Studio subscription.
Whenever I try to install Update 3 I get the following error:
I've tried the suggestions in https://social.msdn.microsoft.com/Forums/en-US/15f17104-81b2-4b3b-b8a9-5019c575693d/vs2015-update-3-install-fails, but that didn't work. According to https://learn.microsoft.com/answers/answers/399281/view.html (and https://learn.microsoft.com/en-us/visualstudio/releasenotes/vs2015-update3-vs) it seems the installer is moved to Visual Studio Subscriptions Portal, which I don't have access to since I don't have a subscription. How may I get Update 3?

Please try to download the ISO installer package of Visual Studio Professional 2015 with Update 3/Visual Studio Community 2015 with Update 3/Visual Studio Enterprise 2015 with Update 3 to install the latest VS 2015 Community/Professional/Enterprise versions.

How do download the ISO? I have a valid vc2015 license since MSDN days. I am trying to move to Windows 11Pro and vstudio-2025-update2 ISO installs but Update 3 does not. I need to complete ISO for vstudio 2015 with update 3.

If having no any subscriptions, you can’t download the “Visual Studio 2015 Update 3” in the Downloads - Visual Studio Subscriptions Portal page.
Please select Subscriptions -> click Join Visual Studio Dev Essentials -> click “Confirm” of pop-up window.
Then, you could open the downloads page again and download the “Visual Studio 2015 Update 3”.

Joined "Visual Studio Dev Essentials" and downloaded and ran "Visual Studio 2015 Update 3" (mu_visual_studio_2015_update_3_x86_x64_web_installer_8922962.exe). Still got the same error.
The "Visual Studio 2015 Update 3" webinstaller (mu_visual_studio_2015_update_3_x86_x64_web_installer_8922962.exe) seems to no longer be available. But I could select and download "Visual Studio 2015 Update 3" DVD image (mu_visual_studio_2015_update_3_x86_x64_dvd_8923065.iso). But I also get the same error when running the DVD image.
Dear customer, it seems you download the VS 2015 update 3 and it is an VS update for the installed VS 2015, if you do not install the VS 2015 version before, please try to download the version like: Visual Studio Professional 2015 with Update 3/Visual Studio Community 2015 with Update 3/Visual Studio Enterprise 2015 with Update 3 per your valid VS 2015 license type.
I already had an installation of VS2015, which is why I was trying to just apply the Update 3.
After wiping all traces of Visual Studio 2015 I tried to install using "[Trial] Visual Studio Professional 2015 with Update 3" (en_visual_studio_professional_2015_with_update_3_x86_x64_dvd_8923272.iso), and that installation went fine. My license was already registered with my Microsoft account, so VS2015 was automatically registered.

The only thing available is the Redistribution for Visual Studio Update 3 and that not work too.
How I can download en_visual_studio_professional_2015_with_update_3_x86_x64_dvd_8923272.iso? I am in the same situation as Jan. It shows the catalog but does not allow me to download. Why?
I have the same issue. I can not install VS2015 Update 3 .on Windows 11pro. I was successful with VS2015 Update 2 ISO on Windows 11pro and then I tried to apply Update 3

I was able to finally able to download the cumulative vs2015-Update3 ISO with a directly link download:

Open ISO and run as admin the setup. If you will get the same problem, then within the opened ISO drive, open a shell in Admin mode and run:
ServicedSetupPayloads\OfflineCache\installers\VSU_14.0.25420\en\0\vsupdate_KB3022398.exe /uninstall
Continue until option to run Repair. It was successful now.
