Windows 10 re-installation

Question

I have two hard disk ( not partitions, two different hard disk).
On the 1st one i have windows 10 and other things installed.
And 2nd one is my storage disk.
Now i need to reinstall windows 10 for some reasons , and i have the iso on 2nd hard disk , i have no usb/cd/dvd unfortunately but i have searched that i can install directly from the ISO .
Now the question is can I install windows 10 on 1st hard disk if the ISO is on the second one.
And if yes, can i do it by deallocating and reallocating the whole first drive while in the process.

I have ISO file downloaded it's about installation. As mentioned the PC has 2 entirely different hard disk can i install the windows on first one while keeping the ISO on second one.

It's doubtful this could work, you'll need two bootable sources. The recommended method is to create installation media using the tool provided here.
