both subscriptions give error msg Microsoft.Cdn is not registered for the subscription.

    This means that the Azure CDN resource provider is not enabled for your subscription.
    Go to the portal and register the provider. Follow these steps:

    https://learn.microsoft.com/en-us/azure/azure-resource-manager/management/resource-providers-and-types#azure-portal.

    Just search for Microsoft.Cdn and If the status is Not Registered, click Register.

    You need to register Microsoft.Cdn in the subscription. Go to the subscription, then to the resource provider, search for Microsoft.Cdn, and click register.
