How do I fix MS 365 Dev sign-up with a Code: 50001?

Question

I can't complete 365 Dev sign-up because it results in a Code: 50001 just after entering in my phone number.

I chatted with a Microsoft bot and it told me to:

1. Use a different web browser (e.g., Edge, Chrome, Firefox).
2. Clear your browser cache and cookies.
3. Try using incognito or private browsing mode.
4. Try entering a different phone number, if possible.
5. Check the Microsoft Service Status page to ensure there are no system-wide issues.

I performed the following actions:

1. I used Edge and Chrome
2. I cleared cache and cookies
3. I used incognito and InPrivate private browsing modes
4. I used 2 different numbers
5. There are no system-wide issues

What am I supposed to do? The last Microsoft email I got sent me to communities that didn't have any answers except what I just did above.
