Obaid, while the question indeed is not very related to SQL Server Open Specifications, that is still a better tag than Microsoft Q&A, which refers to this forum itself. After the recent change in how we apply tags, only "SQL Server" is not selectable, which is a gross oversight, and which I hope will be fixed.
I see that another moderator already has changed back the tag. Please do not touch it again, until a better SQL Server tag becomes available.
Yes, Microsoft will provide security GDRs for SQL 2019 for five more years.

Actually, I think it is called "Extended support", but nevertheless it is free. That is, the fixes will be made publicly available, and pushed out through Microsoft Update.
